I promise. Although I haven't quite adjusted to the look, I've been told by several Brits that wearing 'wellies' (rain boots) with shorts (or skirts, for girls) is absolutely normal here. It rains enough that the necessity of it apparently overrides how funny it looks.

I do recall riding my bike in Birmingham and having a spot or two where I had to walk through some rather wet and nasty cow manure on the back roads. Them waders would have been handy.
